What is Community Credit? How to Check Loan Providers with KPKT Moneylending Licence for Safer Borrowing

When faced with a financial emergency, consumers are often exposed to numerous loan advertisements on social media promising fast approvals via WhatsApp and Telegram.

However, the most important step is not to find the fastest way to get a loan, but ensuring that the money lender is legitimate and officially registered. Sharing personal information such as your identity card number and payslips with an unverified entity can expose you to the risk of fraud and identity theft.

This article is not intended to encourage excessive borrowing. Rather, it is written to educate consumers so that you can make more informed and safer financial decisions.

By understanding Community Credit services and the essential steps to verify a KPKT-licensed money lender, you can protect yourself from illegal lending syndicates and ensure that your rights as a borrower are always protected.

What is Community Credit?

Community Credit (or Kredit Komuniti in Malay) refers to the activities of licensed moneylenders that operate legally within the Malaysian regulatory framework. Under the Ministry of Housing and Development (KPKT), licensed moneylender companies (PPW) were rebranded as Community Credit in 2019, as announced during the official launch and reported by Astro Awani.

This rebranding was introduced to represent a regulated, transparent, and professional financial industry, thus distinguishing it from loansharking and other illegal financing activities.

Through Community Credit loans, consumers have access to legitimate financing alternatives that comply with the strict guidelines established by the KPKT. These include regulated interest rate structures, clear documentation, and official, transparent application channels. By complying with the relevant regulations, the rights and interests of borrowers are safeguarded.

Who Regulates Community Credit Loans?

This Community Credit sector falls entirely under the jurisdiction of the Ministry of Housing and Local Government (KPKT). Specifically, the oversight, licensing, and enforcement aspects are carried out by the Community Credit Control Division (Bahagian Kawalan Kredit Komuniti, BKKK).

BKKK's primary role is ensuring that only companies meeting the prescribed operational standards and legal requirements are granted licenses to operate. In practice, its responsibilities include the licensing process, issuance of advertising permits, providing public review services through the i-KrediKom mobile app and the official KPKT portal, handling complaints, and monitoring of regulatory compliance, including annual reviews of transaction records.

Moneylenders licensed as Community Credit providers under KPKT are subject to legislation and regulations designed and aimed at protecting consumer rights and ensuring transparent and ethical financing practices. In the event of violation of the licensing conditions, the company may be subject to enforcement action in accordance with the applicable laws.

Why You Should Deal With a Licensed Community Credit Provider

Dealing with a licensed Community Credit provider gives you legal protection and safeguards your rights as a consumer. You are protected through government-regulated interest rates, a legally binding written loan agreement, and access to KPKT’s official complaints channel should any disputes arise.

When you deal with a licensed and verified company, you can generally expect:

  • Clear and transparent company information;
  • A clearly explained application process;
  • Consistent communication channels; and
  • The ability to lodge a complaint if necessary.

On the other hand, dealing with an unlicensed party can expose you to a variety of risks. If the identity of the company is difficult to verify or the application process lacks transparency, borrowers may be at risk of falling victim to scammers or other unforeseen problems. These include unpredictable charges, charges that are not fully understood, or the absence of any official avenue for resolving issues if problems arise later.

If you find yourself a victim of fraud, there are several steps you can take to report the scammer and protect yourself.

Are Community Credit Services the Same as Ah Long?

Absolutely not.

The key difference lies in legal compliance. Community Credit services operate lawfully under the Moneylenders Act 1951. Licensed moneylenders are regulated by the Ministry of Housing and Local Government (KPKT), and are subject to prescribed interest rate limits. They are also required to follow ethical financing and debt collection practices.

In contrast, loan sharks (known colloquially as ah longs) operate illegally without a license. They often charge excessive interest rates, impose non-transparent fee charges, and use intimidation, threats or violence to collect debts.

To better understand the differences, you can read our guide on Licensed Lenders vs Ah Long. In addition, KPKT Malaysia provides an infographic that explains the differences between Community Credit providers and ah long in greater detail.

Borrowers’ Rights Under Community Credit Services

The government has established strict regulations to protect consumers. Understanding these rights helps you to distinguish between legitimate licensed lenders and fraudulent syndicates.

Official Loan Agreement (Schedule J and Schedule K)

One of the key rights of every borrower is to receive a loan agreement that is clear, transparent and in accordance with the format prescribed by the Moneylenders Act 1951. All loan agreements MUST use the official forms, which are Schedule J for unsecured loans and Schedule K for secured loans. In addition, borrowers are entitled to receive a copy of the signed loan agreement free of charge for their records and future reference.

Regulated Interest Rates

Under the guidelines and regulations set by the KPKT, licensed money lenders cannot charge interest rates at will. The maximum interest rate allowed is up to 12% per annum for secured loans, and up to 18% per annum for unsecured loans.

Issuance of Official Receipts and Prohibition of Signing Blank Forms

Each repayment transaction must be accompanied by an official receipt as proof of transaction. Most importantly: never sign a blank agreement or any incomplete document. Ensure all important information, including the loan amount, interest rate, financing tenure, and loan terms and conditions, has been filled in completely before signing.

No Upfront Payment

Licensed moneylenders are prohibited from collecting any upfront payment or processing fee before the loan is approved or funds are disbursed. If you are asked to make a payment to a personal account for reasons such as "legal fees", "deposit" or additional fees that are unclear, this should be treated as a red flag that indicates potential fraud.

At ACOM(M), we do not charge any upfront payment. The only charges payable are Stamp Duty and Commissioner of Oaths fees, as permitted under the Moneylenders Act 1951.

Prohibition of Harassment and Intimidation

Borrowers are also protected from any harassment during the debt collection process. Licensed moneylenders are prohibited from threatening, intimidating or harassing borrowers at their homes, workplaces, or through any form of communication. If this happens, borrowers have the right to lodge a complaint with the relevant authorities for further action.

Official Complaint Channels and When to Contact the Royal Malaysia Police (PDRM)

If you encounter any issues with a licensed moneylender, there are several official channels where you can seek assistance, make enquiries, or lodge a complaint. These include:

                        I.         KPKT Public Complaints Management System (SISPAA) - for submitting complaints, providing feedback, or reporting issues relating to licensed Community Credit loan service providers.

II.         Community Credit Control Division (BKKK), KPKT - for enquiries regarding licensing, borrowers’ rights, or matters relating to licensed moneylenders, as well as to seek clarification and appropriate follow-up.

III.         KPKT official inquiry channel - for obtaining further information on Community Credit licensing, regulations, and related services.

However, if the matter involves an unlicensed moneylender, a fraud syndicate (scammer), threats, physical intimidation, or illegal debt collection practises, a report should be made directly to the Royal Malaysian Police (PDRM) so that the appropriate enforcement action can be taken.

Verifying a Community Credit Provider’s KPKT Moneylending Licence

The most critical step before taking out a loan is to conduct a thorough cross-check. Here is how you can verify the identity of a lending company.

Verification via i-KrediKom

The government provides the smart application i-KrediKom specifically for the public. Through this app, you can search for the names of licensed Community Credit companies in Peninsular Malaysia, understand your rights as a borrower, and check or lodge complaints related to loan services.

Verification via the official KPKT portal and channels

In addition to the app, verification of KPKT-licensed loans can also be done through the ministry's official portal. KPKT provides a list of companies that have received full approval to conduct online money lending transactions.

Why ACOM Is a Good Example of Transparency

In evaluating legitimate community credit services, ACOM can serve as a benchmark for transparency, regulatory compliance, and sound corporate practices that consumers should look for.

Verificable Company Information

A transparent company does not hide its identity. ACOM(M) Sdn. Bhd. was established on 23 July 2021 and holds a valid license issued by KPKT.

These operational facts are publicly disclosed and supported by KPKT’s official list of approved online money lenders, making it more difficult for fraud syndicates to impersonate their companies.

Official Application and Communication Channels

ACOM ensures that all interactions with customers take place through verified official channels, including its corporate website, official WhatsApp platform, email, customer service hotline, and security references provided on its safe and secure application guide page.

ACOM(M) does not use independent third-party agents to collect personal information, thus helping reduce the risk of consumer data fraud.

Conclusion

Applying for a personal loan requires careful consideration. Remember! Don't let urgency or emotions override rational judgment. Before sharing your personal information or submitting a loan application, use the i-KrediKom platform to verify whether the lender is KPKT-licensed.

Make sure you understand your rights as a borrower and only deal with Community Credit companies that are licensed, transparent, and verifiable through official KPKT channels.
